Balancing Decarbonization and Energy Security 

Join us for the 6th Milk Tea Corner, a special edition of our well-known Tea Corner.

For this session, we welcome Büşra Zeynep ÖZDEMİR, Researcher at SETA Foundation, to explore Türkiye's climate strategy and decarbonization pathways in emerging economies, with a focus on energy security and low-carbon transitions on the road to COP31.

As countries seek to accelerate climate action, the transition to low-carbon energy systems is increasingly shaped by concerns over energy security, rising demand and industrial competitiveness. Türkiye offers a particularly relevant case: as a fast-growing and energy-import-dependent economy, it is pursuing decarbonisation while simultaneously seeking to strengthen security of supply and economic resilience.

Renewable sources now account for nearly two-thirds of Türkiye’s installed electricity capacity, while the country aims to increase its combined wind and solar capacity to 120 GW by 2035. This session will explore how renewable energy expansion, nuclear power, resource diversification, grid investment and domestic technological capacity are being brought together within Türkiye’s broader climate and energy strategy.

Against the backdrop of Türkiye’s COP31 Presidency, the discussion will also consider what this experience may offer other emerging economies. Can energy security and decarbonisation become mutually reinforcing objectives? And how can national climate commitments be translated into implementable energy strategies that support low-carbon development without constraining growing economies’ energy and development needs?
